Are Dumb Jurors your Peers?

Who came up with the idea of only having the least informed people on a jury?

The least informed, less aware people are invariably the stupidest people in the pool.

It couldn't possibly be done to insure a fair trial.

Since the government promotes the practice, it must be deemed to be beneficial to the prosecution.

I don't get it.
