How does the government know that someone has said or written something for the first time? They don't. They simply sell protection for those with the money to spend. It's similar to how the Mafia used to operate their protection racket. On the other hand, their power to enforce protection for criminal activities like counterfeiting books, CD's, etc. is actually worth the price of protection. |
